ROME puma suede rouge , July 6 (Xinhua) -- African and EU foreign ministers haveagreed on a new scheme to manage migration, the Italian foreignministry announced at the close of an Italy-chaired conference hereon Thursday.
Participants have agreed that the way forward is to providelegal alternatives for people who turn to human traffickers, tomake it easier for people to return to their homelands, and toenhance border controls.
The new scheme expected to go into effect in February 2018includes measures to "assist migrants and refugees in transitcountries" and to improve "existing channels of regular migration,"according to the ministers' final declaration tweeted by theItalian foreign ministry.
Under the new scheme puma suede blanche pas cher , participating countries agreed to back UNrefugee agency (UNHCR) "activities to ensure effective and safeaccess to asylum" and to "provide legal alternatives to onwardmovements -- including asylum seekers stranded in transit countries-- with the support of the international community."
Measures also include speeding up voluntary returns, swiftlyissuing travel documents to people stranded in transit countries inAfrica, and giving them assistance in reintegrating into theirhomelands.
The conference was attended by several African and EU foreignministers.
Also present were EU foreign affairs chief Federica Mogherini,International Organization for Migration (IOM) chief William LacySwing, and the United Nations special representative forinternational migration Louise Arbour.
Italy faces continuous arrivals of tens of thousands of peoplefleeing war and famine in Africa and the Middle East viaunseaworthy boats run by human traffickers.

In a bilateral meeting held with Italian Foreign MinisterAngelino Alfano prior to the conference, his French counterpartJean-Yves Le Drian said "our action must relate to Libya first andforemost."
In a statement released by the French embassy in Rome after thebilateral meeting, Le Drian said solving the situation in Libya,where two governments are at odds with each other, is "ourpriority puma suede noir femme , Europe's priority, not just the priority of Italy andFrance."
A UNHCR study released Monday found that Libya is by far thepreferred jumping off point for refugees and migrants hoping toreach Europe, in spite of the fact that it is particularly unsafefor them.
